Do T5 lights need a ballast?

Fluorescent T5 grow lights need a ballast, but they generally include one with purchase. The ballast is responsible for regulating the current within the lamp, ensuring it operates at a safe level. Without a ballast, the T5 grow light would burn out prematurely, or pop immediately!
